Each RFP should include:

  • Service description and Scope of work (see above) as posted on www.thebeac.org website

  • Contract period: July 1, 2026 – June 30, 2027

  • RFP: posted on June 26, 2026

  • Questions by: open until deadline

  • Submission deadline: July 2, 2026

  • Proposal instructions: send proposals to attention Patrick Rice at patrickrice87@yahoo.com and cc Daimon Jones at jonesdaimon@gmail.com

  • Proposal Contents:

    • Cover letter naming the service category or categories proposed and the proposer contact person and contact information.

    • Organization or individual profile, including Illinois service experience and experience with youth, schools, families, violence prevention, trauma-informed practice, or underserved communities as relevant.

    • Proposed approach, work plan, timeline, staffing plan, and deliverables for the selected service category.

    • Credentials, licenses, resumes, certifications, curriculum rights, or evidence-based model experience required for the category.

    • Budget or fee schedule, including per-session, hourly, per-student, license, materials, travel, supervision, training, and other costs as applicable.

    • Capacity statement confirming availability during July 2026 through June 2027 and ability to meet BEAC grant reporting expectations.

    • Three references or examples of similar work, if available.

    • Suspension/debarment certification or statement of eligibility for grant-funded contract work.

    • Insurance, background check, confidentiality, mandatory reporting, and school-site compliance statements, as applicable.

  • Required qualifications

    • Contractor must be eligible to contract with BEAC and perform grant-funded work in Illinois.

    • Contractor must have appropriate licenses, certifications, credentials, or curriculum rights for the service category.

    • Contractor must show capacity to perform during the July 2026 through June 2027 grant period.

    • Contractor must agree to BEAC invoicing, documentation, participant tracking, and grant reporting requirements.

    • Contractor must comply with confidentiality, data protection, mandatory reporting, and school partner requirements, as applicable.

    • Contractor must cooperate with background checks, insurance requirements, and site access requirements when serving youth or working in school/community settings.

    • Contractor must not be suspended, debarred, or otherwise excluded from participation in federal or state awards, to the extent required.

  • Required certifications: counseling credentials to work with youth in Illinois as appropriate.
