BEAC is moving forward with the Mt. Vernon Reentry & Economic Grant serving Mt. Vernon and Jefferson County. The initiative is designed to reduce barriers associated with justice involvement, increase economic opportunity, strengthen participant and family stability, and provide coordinated supports for youth and adults.


The program will bring together several areas of BEAC’s work, including civil legal assistance for individuals seeking record relief, workforce and economic-mobility support, behavioral-health services and referrals, community engagement, and program evaluation. Our goal is to provide an integrated pathway so that participants are not simply connected to one isolated service but are supported across the barriers that may prevent them from obtaining employment, housing, education, and long-term stability.


As part of the grant implementation and procurement process, BEAC will issue a competitive Request for Proposals (RFP) for four contracted professional-service areas:

  1. Contracted Civil Legal Support

  2. Data & Evaluation Consultant

  3. Behavioral Health/Counselor

  4. Community Engagement Presenters


The RFP will remain open for a 30-day period through Tuesday, September 15, 2026. Proposals will be evaluated through a formal scoring process based on qualifications, proposed approach, experience with the target population, capacity, value, and compliance/reporting readiness.
